Where is your code of conduct, comrade?

Posted by yrol on August 18th, 2006

As the debate over the issue of disarming the Maoist rebels heats up, Maoist atrocities against the civilian population across the country are once again on the rise. In fact, the Maoists never gave up their terror tactics even after Prachand and Baburam finally came out of the hiding. However, if one were to make an inference from the recent upsurge in atrocities committed by the Maoists, one would be inclined to conclude that Prachand has ordered his militia to hold the civilian population hostage in order to drive a hard bargain with the SPA. So, abduction, torture and brutal killings of defenceless Nepalis have become the order of the day for the Maoists. The Maoists are determined to show that they are in control and so bands of heavily armed rebels are seen “patrolling” the streets across the nation.

If the government appears to be in breach of the code of conduct, Maoist leaders from Mechi to Mahakali hold rallies to take the government to task and threaten to take up arms again, but when their own cadres commit heinous crimes against unarmed civilians, they keep quiet. Perhaps only the government is expected to honor the code of conduct to the letter and the Maoists have granted themselves sufficient leeway to do whatever it takes to turn the situation in their favour.

Killing unarmed civilians is in your code of conduct?

Seriously injured Mitthu Gyawali: The Maoists killed her husband Sushil Gyawali, who was an active member of Nepali Congress and injured her seriously. According to local residents, the Maoists despatched Sushil fearing he would expose their timber smuggling racket.

Is this called arms management?

The Maoists also took the CDO of Bara district along with some security personnel, engineers and media persons under control for about two and a half hours. According to journalists, the rebels misbehaved with them, snatching their cameras, money and diaries but returned them later on.

Can we have some news from you about murder of Dang’s Nepali Congress-Democratic Chairman, Shreedhar Subedi?

The blame squarely lies at SPA. They accepted the unholy alliance with the Maoist but are now trying to act holy by finger pointing at Maoist. Due to SPA’s rudderless attitude and vision they have not yet been able to coral the maoist nor pacify the citizens by acts which curtails wonton killing by the hands of Maoist. SPA and Maoist are partners, and people gave them this chance but we should not only fault one partner as both are equally culpable.

I fear that the growing polarization between Maoist and SPA ( Partners) will bring violence and mayhem of even higher magnitude within few short months.

Instead, maobadi leaders have come heavily upon the government. And as expected, claimed the killers weren’t from their party. More, also as expected, said they were ‘ex-maoists’. How easy is it anyway to quit the party?? How many of these ‘ex-maoists’ should we suffer from after they join the mainstream??

Maoist’s 3 phase plan for their militias - if they claim to be far much clever than the current governing parties, how come they can’t understand a basic principle that having soldiers loyal to a singular party is against the very essence of multi-party loktantra? And yet they blame others of being hypocrites?

Children are still being abducted and inducted into their militia, extortion is still moving in full speed, jana-adaalat is still very much in operation, gun weilding militias are still roaming around the highways - and yet, the current government are the ones to break the agreements?

Maobadis are saying that they won’t return to the jungle even if the talks break and that they’d carry on their protests peacefully. So… why do they need to keep the guns if they’re not going to use them?? What exactly is their definition of ‘peaceful’ protests?

maoist vituperative, vile and felonious crime ,we must condemn it. their notorious crime must quell by government. until this time neither they have mede apology nor retraction. this means discreetly they are implementing their manupulated interest on closed stage. all the political party to urge to maoist to eliminate brutual mercinery.this vile act only erode maoist faith among the public. government has to give maoist preliminary warning not to repeat such a barbaric crimes. if we giving amnesty to them like this crime, they will do it again. we can not consider this types of crime as a ‘judiciam dei’, they must understand this facter. we want law and order in the country not heinous criminals activities in the country.
i read kp mahara comment in the morning .this guy says they could do coup d’tat if they wouldnt able to get power.i felt an empathy for hom.

The reason I fault SPA is this- they took it upon themselves to work things out Maoist but beside giving in to all their demand- no confidence building measures nor the trust is there for a citizens. Rather it looks like Maoist continue with the terror and SPA sings the blues in the assembly with no effect. I suspect its like mother-law beating daughter to scare the daughter-in-law.

SPA should DO something to quell the atrocities (now)or they should take the blame whole and square. If they cannot then morally they should give up the power and their right to rule. Wishful thinking but right thing to do.

  6. CUMMON WAKE UP Says:

Let us not forget that Maoists are collecing money from Ordinary Citizens in the worst possible way.

Maoists want nothing for people, they just want power and money for their leaders.

A leading economic journal had claimed Maoists to be richest party in South East Asia.
Now they will get even richer.

  7. bihana Says:

Look at Mamata. She is 12 and was abducted. There are many mamatas who could not escape and are carrying guns. There are many victims inside Maoist camps.
So first and foremost is to unarm Maoist forces and free child soldiers.

Why? why? why to torture the little boys and girls? Is it their fault to be born and raised in the villages? Is maiost the ulitimate authority to determine the fate of young children and their families? Is Girija a dumb ass or dying moran? Will there be a young and fresh leader in Nepalese Government?

  10. Poison Says:

Our government is pathetic. You know what if I go out and kill someone I’ll find myself behind the bars for the rest of my life. But guess what our Maoist brothers can go out openly doing terrorist activities and claiming that it is for the cause of people’s war. Off course it is people’s war when most of your supporters are uneducated and don’t know the whole purpose of the movement. What I don’t understand is that how in the hell can the Government release Maoist prisoners who are guilty of killing innocent lives just to make sure that the negotiation does not fail. Is this justice for the families who lost their loved ones for the cause of People’s war or by the people’s war? Right now there has been ceasefire for sometime but the movement of terror, extortion and killing has not stopped. Another funny part of the whole negotiation process is to compare their army with our national army. Where in the world can we find a militant group telling the government that it would surrender its arms under UN supervision only when the government army does the same thing? Guess what government will surrender it to their demands like a pathetic loser. Now the dangerous thing is that during this ceasefire the Maoists are training their army and making plans to strike if the negotiation fails. We all know that they don’t have nothing to lose in anyways. If the negotiation fails the movement of terror, extortion and killing will be the front page news everyday

  11. nepalshanti Says:

    Dear DAMODAR NEUPANE

Will you please provide more details about that little girl’s, Mamata Dawadi, story? I would appreciate your efforts. Thank you.

  12. dutycalls Says:

SPA will not flinch even the reality hits them in the face. The reality of duality (Arms & negotiation) by Maoist, worseining law and order situation, and slow but steady disintegration of Nepal in caste lines, communities, and creed.

The funny thing is- they are the ones actually killing this nation softly by proclaiming statues that is purely vinidictive without any effect or thought of welfare of people. I will not be surprised when this over SPA will blame the king or the India for the owes.
