Summit talks uncertain; SPA, Maoists debate on arms mgmt

The summit talks between the seven-party alliance and the Maoists ended inconclusively Sunday after both the sides failed to reach agreement on arms management and future of the king in the interim period.
Though the leaders of both sides have said they needed enough time to accomplish adequate homework , serious differences surfaced between the SPA and the Maoists on several political issues including arms management, have result in the postponement of the summit talks.
Both the sides are rigid on their respective stances.
The SPA wants Maoist lay down their arms before the constituent assembly (CA) elections [ the govt even wants the rebels give up their weapons before joining interim govt.] so as to ensure free and fair elections, while the Maoists say they wouldn’t disarm unless the nation heads for a democratic republican setup.
Even the major issues of the talks are the question restructuring of the 90,000-strong Nepali Army (NA) and 35,000-strong People’s Liberation Army. It is expected to take much time to resolve these issues. The Maoists leaders allege that the talks process, which was moving towards a positive direction, was deadlocked because of the royalists’ influence in some parties of the SPA.
Prime Minister Girija Prasad Koirala told Maoists to agree to put all their weapons in UN supervised lock-ups before joining the interim government.
PM Koirala has always pushed for complete separation of weapons from combatants.
The Maoists told the SPA that they were ready to separate weapons from half of their combatants in the beginning and settle the rest gradually under UN supervision.
Prime Minister Girija Prasad Koirala would call the next round of talks after consulting with other political parties “soon.”

To cut the chase- if there was poll taken, I guess people would not have even afforded 50/50 to this summit. Does summit mean giving in to all Maoist’s agenda, if that what people talk about in “success of talk” then Maoist have already wo

SPA shouldnt go in the rebel agenda. But the SPA shoudlnt get influenced by palace

माओबादीहरु आफ्नो सिद्दान्तमा इमान्दार र स्पष्ट छन् । बैचारिक रुपले उनिहरुका हरेक बक्तब्य,घोषणा ,लेख-अभिलेख अनि दस्ताबेजहरु प्रष्ट छन् कि उनिहरु अधिनायकबादी हुन् । अलिकति राजनितीक चासो राख्न्ने जो कोहि लाइ बुझ्न कत्ति पनि गार्हो छैन कि उनिहरु सर्वहारा अधिनायकत्व को लागि नै सशस्त्र सँघर्ष गरिरहेका छन् । उनिहरु यो कुरा हाकि-प छारि भनिरहेका छन् कत्ति पनि लुकाएका छैनन् । क्रान्ति सफल भए पछि उनिहरुको मोडेल् कस्तो हुनेछ भन्ने कुरा पनि प्रष्ट पारेका छन् । कहिँ द्विविधा छैन,कत्ति पनि भ्रम छैन । माओबादीहरुका कृयाकलाप र ब्यवहारहरु बाटनै यो कुरा प्रष्ट हुन्छ । इतिहाँसले प्रमाणित गरिसकेको एउटा बस्तुतथ्य के हो भने माओबादीहरु कित जितेका छन कि त लोप भएर गएका छन । चिन सफलता को उदाहरण हो भने पेरु असफलताको, त्यसै गरि क्यम्बोडिया जीतेर पनि आफ्नै ज्यादतिहरुका कारण पतन भएको नमुना हो । पोलपोट् दुनियाँमै दुर्नाम भएर अज्ञात स्थालमा अज्ञात रोगले सडेर मरे भने पेरुका गोन्जालो आजिवन कारवास भोग्दै छन् । ९० को दशकमा दक्षिणि अ्रिकि मुलुक पेरुमा यिनको दल साइनिङ् पाथले तहल्का मच्च्याएको थियो । दुनियाँ भरका माओबादीहरु का प्रेरणाका स्रोत मानिन्थे यिनि । हाम्रो देशमा पनि रक्तिम का जीवन शर्मा को “हाम्रो रातो झण्डा पेरुमा फरफराउँदै छ ” भन्ने गीत खुबै लोकप्रीय थियो । भारतमा पनि चारु मजुमदार ले २० को दशकमा मध्य र उत्तर भारत् हल्लाएका हुन् । यसैको प्रभाव हो २७-२८ साल तिर तत्कालिन ने क पा (मा ले) ले ब्यक्ति हत्या को अभियान चलाएको थियो । अहिले आएर ने क पा (माओबादी) चर्चाको शिखरमा छ ,साइनिङ् पाथको भन्दा केहि बढीनै उच्चता यसले हाँसिल गरेको छ । दुनियाँभरका माओबादीहरुका आँखा अहिले स्वभाविक रुपले ने क पा (माओबादी) र प्रचण्ड मा केन्द्रीत छन् । नेपालको भुगोल र सामाजीक रुपमा पछौटेपन ,अशिक्षा र गरिबी माओबादी अपराईजिङ्का प्रमुख कारणहरु हुन् । जातीय ,लैङ्गीक तथा क्षत्रगत असमानताहरु अनि पुरानो सोच र मान्यताहरु अन्य कारकहरु हुन । पिछडिएको क्षेत्र, दलीत ,जनजाती र अपेक्षाकृत रुपमा कम शिक्षित समुदाय माओबादीहरुको ग्रासरूट हो । अन्यायपुर्ण बितरण प्रणाली ,भुमिमाथिको स्वामित्वको प्रश्न र केन्द्रीकृत राज्यप्राणाली पनि धेरै हद सम्म जिम्मेवार् छन । मनोबैज्ञानिक रुपमा नेपालीहरुको निम्नपूँजीबादी चिन्तन र ज्योलसी बाट उत्पन्न वितृष्णा र हीनताबोधजन्य प्रवृत्ति माओबादीहरुको लागि औधि फलिफाप भएको छ । त्यसैगरि सामाजमा बदनाम भएका र आपराधिक प्रवृतिका मान्छेहरुको स्वभाविक आस्रयस्थल पनि बन्न गएको छ माओबादी ! अनि कतिपय कसै सँग बदला लिन र ब्यक्तिगत स्वार्थको लागि माओबादीमा छिरेका बर्गेल्ति उदारहणहरु छन गाँउतिर उपरोक्त अवयवहरुको एमुस्ठ परिणाम हो माओबादीको बर्तमान अवस्था । तर यसको मतलब यो होइन कि नेपालको कमुनिष्ट आन्दोलनमा क्रान्तिबादी धार माओबादी ले स्थापना गर्यो ।
यो धार कुनै न कुनै अवस्थामा सुरुदेखि नै बिध्यमान थियो कहिले पुष्पलाल् त कहिले मोहनबिक्रम, कहिले मा ले त कहिले मशाल, यसको प्रतिनिधित्व हुँदै आएको हो । यसलाइ उचाई दिने काम मात्र माओबादीले गरेको हो । सोझो अर्थमा यो धारको जसरि पनि पटाक्षप हुनुनै थियो सो भयो । अब प्रश्न छ यसलाइ हारजीतको निचोडसम्म पुग्न दिनेकि सुरक्षित अवतरण गर्ने? पोल पोट र गोन्जालो को नीयति भोग्ने कि मुलुकलाई शान्ति, अग्रगमन र खुशहालि दिने? पहिले माओबादीले यि कुराहरुको छिनोफानो गर्नु अपरिहार्य भै सकेको छ । माओबादीहरुलाई लोकतान्त्रीक गणतन्त्र चाहिएको हो कि जनबादी गणतन्त्र? राजतन्त्र फाल्नु मात्र यसको लक्ष हो कि सर्वहाराको अधिनायकत्व स्थापना गर्नु? माओबाद्को सास्त्रीय सिद्दान्तमा सँशोधन नगरिए सम्म यो वार्ता-सार्ता,आचारसँहिता ,सहमति सब बकवास हुन् । खालि शक्तिआर्जनका उपक्रमहरु हुन् यि,षड्यन्त्र र चलखेल बाहेक अरु केहि होइन यो माओबादीहरुको ! दुई कदम पछाडि हटेर एक् कदम अगाडि बढ्ने तत्कालीन रणनीति हो यो । दीर्घाकालीन लक्ष “सर्वहाराको अधिनायकत्व” मा फेरबदल न आएसम्म माओबादीहरुलाई बिश्वास गर्न सकिँदैन र हुँदैन पनि ।

** Expect a Big Confrontation after 27 October **
I believe, the Peace Summit will reconvene after Raymajhi submits his report on the atrocities committed to suppress Janandolan II and to recommend action against the culprits. There is strong doubt that the report will fail to indict the king. The Raymajhi’s commission is not powerful enough to interrogate the king face to face but it did passively by sending questionnaires to the king. Answers to questionnaires can not used as the basis to implicate the person’s responsibility in atrocities. The king could have simply answered negative to all questions and thus making harder for the Raymajhi’s commssion to interpret.
Now the king even refused to reply and this will make a difficult task for Ryamajhi’s commission to implicate the king in atrocities. Now the question is, who can take the action on the king ? The report will become just a white wash and the king will be found innocent.
When the Peace summit will reconvene after 27 October, this will give the masala (spice) for SPA Parties and Prime Minister Girija will trump and demand on retaining the monarchy institution in the country. There will not be any breakthrough in any major contentious issues in Peace Summit any more. We can now only expect a big confrontation after 27 October.

This time democratic forces neither or nor feel hostile or enthusiastic to Maoist or king. Both are dangerous element for blosoming demopcracy. One is fearful and another is cynical, for long term political development first term is worse for us. In this situation Maoist must condider ‘power is not a possession’ but understandabale relationship with SPa.
Maoist part of shop window policy still seems expansionist isolation and based upon militant communism and chinise chauvinism (not in modern china with Deng). One thing is clear. whatever they made comment about monarchy, Maoist ultimate potential enemy is democratic forces. Even in heart of kathmandu the way they treat journalist this is a reflection of village side’s every days life. In this way we can draw clear picture in our mind.
With prospect of negotiation Maoist are using rule of appeasement and confrontation nature at the same time. SPA has already fulfilled their final demand about Contitutional Assembly but now they are enlarging their demanding list day by day. Posibably this is the most absurd negotiation in the political histiry. Even in public mass meeting some of diehard Maoist cadre in the party ruling out liberal social structure. Whoever, whatever says, Maoist attraction to power of detente is to go to power not to the public wills.

I think that the peace talk is just a fake union between corrupt and terror encompassed leaders. Everything about this talk seems so artificial and the progress seems way out of the line. First of all the peace talk seems to have given the Maoists the opportunity to fill the capital with their comrades. Where in the world can we see peace talks where the culprit points the figure at our national army? They want our army to put down their arms along with them to support people’s choice. I understand Peace is the most essential element that we Nepalese need in our society to have a secured future but can we compromise everything without knowing what the future hold for us. To be honest we can still see leaders filling their bank account with money, we can still see their people working in the government office, we can still see Maoist extorting money by terrorizing the people, we can still see Maoist threatening journalists and we can always witness that both the leaders and Maoists care about nothing but the need to be on POWER. To make a difference in our Society is a big challenge but to make out society in chaotic atmosphere seems to be the easier solution for both the Maoists and the political leaders.

unfortuantely the issues here is more important and the blame game. the issue is of the freedom of nepalese people. unfortunately i have to say that there is a vast similarity between the movement of the maoists that of the nazis pro world war 2 and their rise to power.

Hey guys just a short note…did u hear that the Maoist said it openly that they have 50,000 ropanies of land under their control from the landlords until the peace talk comes to the conclusion…Is this terroist activities or is this social reform…
